Vantage Africa Case Study
Monitoring & Evaluation Training for International Institute for Legislative Affairs (IILA)
Strengthening evidence-based policy impact through tailored M&E capacity building

Client Overview
The International Institute for Legislative Affairs (IILA) is a policy-focused organization dedicated to shaping effective legislation and advancing governance reforms in Kenya. IILA collaborates with lawmakers, government institutions, and civil society to influence public policy, with a strong emphasis on evidence-based decision-making.
Identified Gap
Despite its significant policy influence, IILA lacked a structured Monitoring and Evaluation (M&E) framework to:
- Track outcomes of legislative and policy initiatives.
- Measure and communicate impact effectively.
- Integrate evidence into decision-making for greater accountability.
Vantage Africa’s Solution

- Theoretical Foundations: Key M&E principles, logic models, and frameworks.
- Practical Application: Indicator development, data management, and performance monitoring.
- Sustainability Focus: Building robust systems that IILA can embed in its ongoing policy and advocacy work.
